The business benefits to be gained through apprenticeships include higher productivity, increased staff retention and employee satisfaction as well as providing a means of supplementing an ageing workforce.
In response to the needs of employers, the Public Service Compact has developed an Apprenticeship in Public Service Administration, targeting the 16-24 year old workforce.
The Apprenticeship has been designed by Public Service employers to maximise training opportunities and to encourage more young people in to the sector. There has been great interest in this innovative qualification among many Public Service employers across the region including Birmingham City Council, NHS Trusts, the Learning and Skills Council and West Midlands Police.
Uniquely, the Compact has developed a Public Service Learning Module designed to ensure that candidates develop underpinning knowledge to enhance and develop their own understanding of their role, organisation and the importance of the services that they provide.
'Working in the Public Sector'
This unit, currently being developed by the Public Service Compact, enables employees to:
- gain a better understanding of the Public Service sector; which organisations make up the sector, and how the public sector is different to the private sector
learn about their own Public Service organisation - understand and reflect on the changing face of the region’s population, and the impact on delivering services
- recognise the importance of diversity in relation to delivering services to multi-cultural communities
- introduce basic principles of public sector funding; links with central government, and an understanding of the way that funding will affect services we deliver

Adult Apprenticeships
An exciting new opportunity has arisen for Public sector employees aged 25 and over who would like to undertake an Apprenticeship in the Public sector.
New funding is available which, for the first time, gives priority to employees in public service. The framework is the same as for 19- to 24-year-old Apprentices, with a requirement to do a technical certificate, Key Skills and an NVQ at level 3.
There is no cost for you as the employer for this initial phase – support would be needed and some time out for attending learning, to be agreed with the provider.
